6th March 2007GS met Sr.DDG (Estt) to pursue the case of residency period w.e.f 1-10-2000 for Civil/ Electrical etc. The file that has been returned by the Financial wing to the Estt. wing for studying the financial implication is being done at a fast pace. The Sr.DDG (Estt) promised that the report will be sent to the Finance wing very shortly

2nd March 2007Association then met DDG (SR) to discuss the Wage Revision  issue. He assured that further detailed discussion would be held and the case presented positively before the Wage Revision Board.

2nd March 2007SNEA met Director (HRD)  and discusses the following issues.

(1) Finalisation of  tenure station Transfer Policy -  Director (HRD) responded to the demands of the Association and informed that detailed discussion would be held on the issue very shortly and tenure station transfer policy to be finalised. Till then no further transfer orders to these stations will be issued.

(2)The Association highlighted the mid-scales now available ( For example - Now the JTO scale is placed between E1 and E2. On revision the plea of the Association is to place them in the equivalent scale) to the JTOs, SDEs etc while the BSNL highlights the points in its part to the Wage Revision Board. The scale should be taken to the next scale and not to the bottom of the of the present scale. Director (HRD) said that this case  should be discussed further with the DDG (SR) who is the Nodal officer of the BSNL of the BSNL interacting with the Wage Revision Board.

(3) Director (HRD) informed that the promotion orders of JTOs to SDEs will be issued by 15th March 2007.

2nd March 2007In the deferred option case DOT sends the required information called for by the DPE.

2nd March 2007The case taken up by the Association on the date of next increment on the fixation of pay in IDA scale on absorption in BSNL in respect of the employees  working in higher grade on officiating basis on 1-10-2000 has been approved by DOT and necessary clarifications issued by DOT. >>>>>>>>>>>>>

2nd March 2007GS addresses Hon. Prime Minister of India - Association extends its unwavering and committed support to the highly just struggle that is being presently spearheaded by the joint forum of ONGC - protested in the scrapping of the panel finalized by Selection committee of Public Enterprises for the post of Chairman cum Managing Director of ONGC and the apparent thinking on the part of the govt. to induct an outsider for the coveted post. >>>>>>>>>>>>>>>>

28th  Feb  2007 The efforts of the Association were long and hard. the results are equally rewarding. 28th  Feb  2007C.E.C of J&K Circle at Jammu on 27th and 28th Feb.,07 :

 J&K Circle held its CEC at Jammu on 27th and 28th Feb.,07. All the SSAs participated in the CEC meeting. On the evening of 27th, a colourful and lively open session was held which was addressed by CGM/J&K and GS. CS/J&K, Com Satish Mahaldar, read the key note address, dwelling on issues which need to be addressed and the strategies and plan of action to be adopted to ensure exponential growth of BSNL. GS as well as CGM underlined the critical importance of continuing to grow and the need of committed and unified approach to meet the coming tough challenges to maintain market share of BSNL at 40%. The open session was also attended by GM(O&D), GM/SSA Jammu, GM(Mobile), DGM(finance) and a number of senior officers and friends from other sister Organizations. GS latter on gave a detailed account of the status on various cadre issues, besides urging upon one and all to rise to the occasion to face the emerging tough challenges wholeheartedly and with extra ordinary sense of oneness. We have all the praises for the commitment exhibited by the Comrades of our Kashmir SSA for having participated in the CEC despite the fact that Srinagar – Jammu High way was blocked due to massive landslides and was closed to traffic for about ten days.   

28th  Feb  2007 The satisfactory relief on RSTCs and GSM mobile connections ordered after persistent persual by the Association after "ONE INDIA" scheme for RSTC. BSNL Corporate office issues orders for Plan 525 for service GSM connections in place of Plan 225. Facility for certification of service calls withdrawn in the original order has also now been restored for GSM Service connections. These measures will provide sufficient relief to the Executives .Review of Policy for provision of Residential Service Telephone Connections and Mobile  Telephone Connections to Executives and Non-executives and fixation of call limit thereupon -  amendment- reg.  >>>>>>>>>>>>>>>>

1. Sub: SOLAPUR SSA, MH CIRCLE SAVES Rs. ONE CRORE

BSNL SOLAPUR SSA STARTED DISTRIBUTION OF TELEPHONE BILLS THROUGH STAFF IN OCT 2003.PRIOR TO THIS WE WERE SPENDING Rs.5.68 PER BILL FOR SENDING BY POST. BUT WE PAID Rs.1.50 TO THE T.M.s FOR PHYSICALLY DISTRIBUTING THE BILLS TO THE CUSTOMER AND Rs.0.50 TO THE STAFF FOR SORTING THE BILLS DP WISE. THE DP NOS. ARE PRINTED ON THE BILLS USING A LOCALLY DEVELOPED SOFTWARE. THUS WE SAVED Rs.3.58 PER BILL. THIS IS DONE ONLY FOR CONVENIENT EXCH. AREAS ONLY AS PER THE WILLINGNESS OF THE STAFF. THUS ABOUT 75% OF THE BILLS ARE DISTRIBUTED BY THE STAFF AND THE REST ARE POSTED. THIS WAY IN THE LAST 41 MONTHS SOLAPUR SSA SAVED Rs.1,00,57,614 AND THE STAFF EARNED Rs.56,18,779.IT IS A WIN-WIN SITUATION FOR ALL. THIS HAS BEEN MADE SUCCESSFUL BY PAYING THE INCENTIVE TO ALL THE STAFF INVOLVED IN THE WHOLE PROCESS. MOST OF US LOOK AT THE PROBLEMS ONLY AND THINK THAT NOTHING NEW IS POSSIBLE AND GIVE UP. I AM VERY SATISFIED THAT MY METHOD HAS WORKED. I REQUEST ALL THE OFFICERS TO IMPLEMENT SUCH IDEAS

2. Sub: 24 HRS SALE OF ITC

I AM ONCE AGAIN RAISING THIS TOPIC. ONLY SOLAPUR SSA IN THE ENTIRE COUNTRY STARTED SALE OF RECHARGE COUPONS/ITC FOR 24 HRS THROUGH SECURITY GUARDS ( EXCEPT WKG HRS OF CSC IF ANY IN THE PREMISES) WITH 3% COMMISSION TO THEM. THE SALE FIGURES ARE JUNE-42286,JULY-199311, AUG-364995, SEPT-489237,OCT-947186,NOV=807564,DEC-1055252,JAN-1465119.THIS SHOWS THE INCREASING DEMAND&POPULARITY OF SCHEME. THERE IS A LESSON FOR ALL OF US. INNOVATE SUCH NEW THINGS AND HELP BSNL TO FLOURISH. ANY BODY IMPLEMENTING ANY INNOVATIVE IDEAS MAY TELL OTHERS THROUGH THIS DB. PLEASE REACT , IMPLEMENT AND ANNOUNCE IN THE DB. I HAD ALSO WORKED OUT THE SAVING TO BSNL AS Rs. 120 crore PA WHEN I IMPLEMENTED THIS. WHEN I SUGGESTED THIS IN ONE OF THE CIRCLE MEETINGS MANY TOLD THAT THIS WILL AFFECT OTHER WORKS OF TM.- i.e ATTENDING FAULTS, NTC AND OTHER MTCE WORKS. BUT IN SOLAPUR SSA NO WORK IS AFFECTED. BUT WHETHER OTHER SSAS IMPROVED THEIR PERFORMANCE OR SAVED ANY MONEY? WHEN I DISCUSSED THE IDEA OF SELLING RECHARGE COUPONS/ITC THROUGH SECURITY GUARDS FOR 24 HRS. THEY SAID IT WILL AFFECT THE SECURITY OF EXCHANGES. BUT THE FACT IS THAT THE SEC. GUARDS REMAIN AWAKE IF THEY SELL THESE, OTHERWISE THEY MAY SLEEP. DURING JAN,O7 OUR SEC GUARDS SOLD RCC/ITC WORTH Rs.14 LAKH AND EARNED 3% COMMISSION. i.e Rs. 42,000 . I REQUEST EVERYBODY TO THINK DIFFERENTLY AND DO SOMETHING DIFFERENT FOR THE BENEFIT OF BSNL AND ITS STAFF AND FEEL THAT WE ARE THE OWNERS OF OUR WORK AND THAT WE ARE NOT WORKING FOR SOMEBODY AND JUST FOR OUR SALARY.

23rd  Feb  2007With our continuous persuasion the orders relating to grant of perks at par with executives to the Non-Executives (e.g TTAs/ TOAs/accountants etc.) who are officiating in Executives (JTO / JAO) grade issued. Order No.   15-11/06-PAT [BSNL] dated 23.2.2007>>>>>

23rd  Feb  2007The Association met CVO,  BSNL in connection with the hardships faced in  existing vigilance clearance procedure and requested to relax the  same. Such that action on officiating arrangements, NOC, VR etc. should take place in normal course. The CVO assured of positive decision very shortly.

21st  Feb  2007The Association met CMD, BSNL in connection with Promotion from JTO to SDE. We stressed that it was high time to issue the orders. CMD assured to talk to Dir (HRD) in order to settle the issue at the earliest.

21st  Feb  2007The Association met Dir (O) in connection with approval of the  draft orders relating to GSM plan –525. He assured to approve the same at the earliest.

21st  Feb  2007‘BSNL ONE INDIA’ tariff plan has been extended to Residential/Office service telephone connections and concessional telephone connections provided under serving/retired employee's category. Order No.No.2-03/2006-PHA dated: 21-2-2007  >>>>>>>>>

20tht  Feb        2007Circle conference of HP Circle at Palampur on 20th and 21st Feb.,07

 2nd Circle conference of our HP unit was held at Palampur on 20th and 21st Feb.,o7 and was attended by CHQ vice president, Com. Inderjit singh, Com.Kehar Singh, Joint Secy(N), Com Amarjit Singh, CS/Punjab and Com.A.P.Daihya, CS/Haryana, in addition to GS. Open session was held on the evening of 21st Feb., and was addressed by GM(A)/HP, GM/Dharmshala SSA and GS. CS/HP, Com Sudershan kumar, read the open session address. Open session was confined to a discussion on future growth of BSNL. GS addressed the delegate session on 20th and 21st , elaborately bringing out the formidable challenges to be faced by us in the days to come and the crucial role of this Association at all the levels in this context, besides explaining in detail the latest developments on various cadre issues. New body was elected unanimously. Com.B.D.Sharma and Com Sudershan Kumar were elected as President and CS respectively. The conference was attended by all the SSAs of HP Circle.
