28th Nov 2003 In a meeting of the Senior officers of the BSNL Board and the Unions especially as a  farewell meeting to Shri. J.K.Chabbra Sr.DDG (Per) promoted as Advisor, SNEA was invited as the Association representing officers. Director (Planning), Director (Operations), Director (HRD), Director (Finance), Jt. DDG (Per), New Sr.DDG(Per) Shri.N.D.Grover, Sr.DDG( Restructuring) , DDG (Admn), DDG (SR), DDG (Finance) and Unions & SNEA representatives participated in the meeting. Informal discussions were held on the financial viability of BSNL.
28th Nov 2003GS had detailed discussions with Director (HRD) on pending absorption related issues. Director (HRD) assured that the issues will be settled after thorough discussions with us.
27th Nov 2003GS held discussions with Member (Ser) stressing the need for expediting the DPC for promotion of JTOs to SDEs and SDEs to Adhoc DEs. Member (Ser) promised definite action.

25th Nov 2003GS held elaborate discussions with the newly appointed Sr. DDG (Per) Shri. N.D.Grover and appraised him of the various subjects requiring serious attention and consideration. Shri.Grover was highly appreciative of our views and assured  positive action on his assumption of charge.

25th Nov 2003Results of the TES Grp'B' Competitive Examianation 2002 likely to be released by 15th Dec 2003. The delay in the publication of result is due to the requirement of assessment and allotment of quota of around 2200 vacancies in total to the year 1996-97, 1997-98, 1998-99, 1999-2000 & 2000-2001

19 th Nov 2003GS discusses with Sr.DDG (Per) Sh.J.K.Chabbra on absorption related issues. The meeting which lasted 70 minutes was very purposeful and useful.

14 th Nov 2003GS postponed Maharastra meetings to Dec 2003 and Jan 2004 in view of his very much needed presence in Delhi to sort out the issues relating to regular promotion from JTOs to SDEs and SDEs to DEs, absorption , financial viability discussions, pension , disinvestment etc.

14 th Nov 2003Agitational programmes in progress by SNEA(I), UP (W) has deferred since CGM UP (W) has given in writing to look in to all problems and settle the issues entirely in our favour by 30th Nov 2003.
14 th Nov 2003SNEA(I), MTNL EA Delhi and Mumbai units, ITSA and BSNL EU in the presence of Dr. Ashok Rao Secretary General of Confederation of PSU Executives held preliminary discussions to evolve a common minimum programme to highlight to the Government the strong views of the Employees on the following points (1) Merger of BSNL and MTNL - On the basis of the report submitted by the High Power Committee  headed by the Chairman Telecom Commission, CMDs of MTNL and BSNL and Member (Finance). The Committee submitted a unanimous report recommending the merger. This committee was appointed at the instance of the Prime Ministers Office and there is no going back of the unanimous recommendations. (2) Financial viability of BSNL and MTNL (3) Disinvestment - Employees of the two companies are strongly oppose to any thoughts on disinvestment of the two companies. (4) Pension - Should be paid entirely by the Govt. from the consolidated fund of the Govt. It was decided to meet again on 17th Nov 2003 at 3.00 pm to finalise the programme and to form the strategies.
13 th Nov 2003GS Com.G.L.Jogi, MTNL EA GS Com.V.K.Tomar held discussions with Member (Services) and Advisor (HRD) on regular promotion of JTOs to SDEs, SDEs to DEs and absorption related issues. The discussions were very positive.
13 th Nov 2003GS addresses Director (HRD) on pending absorption issues (1)Pay fixation of Adhoc S.T.S officers in the IDA pay scale corresponding to S.T.S CDA pay scale on a point to point basis (2) Promotion of SDEs directly to S.T.S on functional as well as non functional basis (3) Weightage of service rendered in a particular cadre prior to absorption for the purpose of first time bound promotion in BSNL (4) One time upgradation from JTO to SDE and SDE to S.T.S (5) Giving date of effect to IDA pay scales from 1.10.2000 and not from the date of amendment of recruitment rules in case of JTOs/SDEs etc of Civil, Electrical, Architecture and S.Os of CSS (6) Providing of option of continue in the CDA pay scale after absorption in BSNL till the date of next increment/retirement.For full Text  Click here >>>
11 th Nov 2003Union Cabinet Labour Minister Sh. Sahib Singh Verma invites GS for talks. SNEA(I) GS Com.G.L.Jogi, Secretary General of Confederation of PSU Executives Dr. Ashok Rao, MTNL EA GS Com.V.K.Tomar were formerly invited by the Union Cabinet Minister for Labour Sh. Sahib Singh Verma on 11-11-2003. The meeting which commence at 4.30 pm was also attended by Secretary Labour Ministry Dr.P.D.Shenoy, Addl.Labour Secretary, Joint Secretaries, and Deputy Secretaries. The major items discussed in the meeting which lasted for 40 minutes were (1) Lifting of ceiling on gratuity - the Minister assured that the matter would be examined and positive decision taken. (2) Consultative process in Management for middle level Management cadre in PSUs - Till now formal channel of communication with the Management was not available for Executives and Middle level Managers in PSUs. The Minister agreed with us that the Executives and Middle level Managers will be involved in the consultative process in management and formal channel of communication should be accorded to them also. He directed Dr.P.D.Shenoy Secretary to process the case immediately for positive consideration and issue of necessary orders in this regard. This is a vital break through and major victory for the Association of Executives and middle level managers in PSUs.

Secretary Labour Ministry Dr.P.D.Shenoy also held a separate meeting with the leaders to initiate the process.  

11 th Nov 2003GS Com.G.L.Jogi, VP Com.A.A.Khan, AGS Com.Sukhvir Singh held  discussions with Advisor (HRD) on 11-11-2003 on (1) Pending absorption issues (2) Option to continue in CDA scale till next promotion. - Advisor HRD concurred with our views and promised to initiate action accordingly (3) Promotion of SDE to Adhoc DEs for the existing vacancies - Adv (HRD) agreed to expedite positive action (4) Regular promotion of JTOs to SDEs - Adv (HRD) promised positive and quick action.

11 th Nov 2003Ernakulam Bench of CAT allows pay anomaly case filed by Com.T.Issac and others, seniors getting lesser pay than their juniors to be compensated with effect from 1-1-96 ( from the date of officiating of the junior) considering the officiating period of the junior. 10 th Nov 2003Petition filed by the AP Teachers Association against the Supreme Court observation on the Government Employees right to Strike has been admitted in the Supreme Court. AP Teachers Association is having close links and maintaining good liaison with our Association.

10th Nov.GS Com.G.L.Jogi, VP Com.A.A.Khan, AGS Com.Sukhvir Singh held elaborate discussions with Sr.DDG (Per) and DDG (SR) on (1) Lateral promotion of  SDEs directly to DEs (2)Absorption of Adhoc STS in STS scale itself (3) Service weightage to the past service in DOT/DTS (4) One time upgradation of  JTOs and SDEs. Sr.DDG (Per) requested us to collect data on these lines from good PSUs like ONGC, Oil India etc.

9th Nov.Process of absorption of Grp'B' officers is progressing smoothly. No hitch or problem expected / anticipated. Don't believe in rumours.

8th Nov.All the members attended the Allahabad District meeting held on 08-11-03 at CTO Compound. G.S. Com.G.L.Jogi, Circle Secretary Com.S.K.Dixit, ACS Com.Rajendra Prasad, District Secretary Com.P.K.Dubey & District President Com.K.P.Misra addressed the meeting.

7th Nov.STS / JAG post sanctions - Kolkatta Telephones - 7  JAG & 26 STS posts being processed in TE section and will be send to Finance shortly. Chennai Telephones - 4 JAG & 22 STS posts are pending for information called from Chennai Telephones.

CMTS posts - STS/JAG posts sanctioned for Karnataka, Gujarat, Chennai and Kolkatta Telephones. Proposals are pending for want of informations sought for  Haryana, MP, UP(E), Bihar, A&N, AP and Punjab. Proposals for the sanction of STS/JAG posts awaited from TN, Kerala, Orissa, Assam, NE-I, NE-II and WB.

Comrades of Bhatinda called Trade Union Actions against GM Bhatinda on 6-11-2003 for unjustified transfer of 3 DEs and charge sheeting 2 SDEs. The GM Bhatinda withdraws the transfer orders and charge sheets on 7-11-2003 and apologises to our membership.

5th Nov.GS Com.G.L.Jogi along with AGS Com. Sukhvir Singh met DDG (E) and held elaborate discussions on the pending issues raised by us related to absorption.

4th Nov.GS writes to Sh.S.K.Jain, Director (HRD), BSNL - Fullest support and cooperation on behalf of about 32,000 members of this Association - exposing the inactions of BSNL management and the biased and lopsided   policies of the Govt in giving shelter and leverage to vested interests like the Reliance, Tata Infocom. etc. Trade Unions role as legitimate watch dogs of the Organisation cannot be questioned and undermined. Amod Kumar, President MTNL EA Com Jagbir Singh, GS MTNL EA Com. V.K.Tomar, SNEA(I) AGS Com.Sukhvir Singh, C P Haryana Com.C.M.Gupta, CS Haryana Com. A.P.Dahia. Key note address presented by Com. 31 st Oct.The major items discussed in the Head of Circle Conference held on 30th and 31st Oct 2003 are (1) Aggressive provision of GSM connections (2) WLL connections in the changed scenario (3) Absorption of Grp 'B' Officers (4) KPMG recommendations (5) Conversion of existing landlines to pole-less connection (6) Feasibility of forming an independent " All India Long Distance Organisation " (7) Obtaining licence for " International Long Distance Services" etc.

31 st Oct.Meeting of the Chief Labour Commissioner after preliminary discussions has been deferred to 30th Nov 2003.

31 st Oct.MOST URGENTFor the most important notice of Circle Secretaries. 392 STS posts lying unsanctioned due to want of required particulars. Proposals of several hundreds of posts yet to be forwarded from circles. Such sorry state of affairs is badly detrimental  to our members. All Circle Secretaries will take immediate action to see that these cases are followed with their respective circle office with the utmost care and concern that they require.
